TEACHERS' PENSION SCHEME: PART-TIME ARRANGEMENTS - summary of statutory changes

1 December 1967

Introduction of part-time arrangements.
These arrangements applied only to employment in schools and employment directly with the LEA to teach school age children. Teachers were required to have completed a minimum of one year's full-time pensionable employment before part-time employment could be pensionable.

1 February 1970

Coverage extended to Colleges of Education

1 January 1977

Coverage extended to include FE colleges (provided remuneration was fractional).
Pre-requisite for person to have completed one year of full-time pensionable employment dropped.

4 August 1980

Coverage extended to include various other categories (Remand Homes and Prisons, FE institutions for disabled, RNIB).

1 November 1988

New definition of 'part-time', the effect of which was to clarify the position of teachers in fractional hourly paid employment which had previously been unclear (eg Home Tutors, whose conditions of employment depended on individual employer policy, and Associate Lecturers employed on contracts where the hourly rate was expressed as a fraction of the full-time salary rate.

NB Non-fractional (flat-rate) hourly paid employment (ie where there was no relationship with an equivalent annual full-time salary rate) and employment remunerated by capitation fee continued to be excluded until 1 May 1995.

1 April 1989

Adjustment to the 'part-time' definition to include hourly rates that were expressed as a proportion of termly and monthly rates.

1 September 1993

Coverage extended to the Workers Education Association.

1 May 1994

Coverage extended to include various employers (eg MoD Service Children's Schools Overseas)

1 May 1995

Removal of all existing restrictions on access to the Scheme by part-timers.
