Section 3 - Appointments (including those continuing in employment, or joining, after retirement)

1. General appointment checklist

When you appoint a teacher you should follow the checklist below:

  • Inform the teacher they are automatically a member of the TPS that will involve a deduction of 6.4% from their salary;
  • The teacher has the option of opting out of the scheme. To do so they must complete an election to opt out of the scheme via My Pension Online, the secure member area of the website;
  • Where a teacher has previously opted out of the Scheme they must provide evidence of this. When you are satisfied that the teacher has opted out you should not deduct contributions.
  • All new teachers should be informed in writing that a Member Guide to the TPS, and other literature, is available on the Scheme website.
  • You must notify TP of the appointment of all teachers. You should do this by completing the TR6 template on STU.

2. Logging into STU and completing form TR6

1) Open web browser and go to https://www.hartlinkonline.co.uk/tp. STU InitialPage










2) Click on Login and enter your login name, then click on Next. STU login screen














3) Enter the appropriate characters from your password as requested and also the appropriate numbers from your PIN as requested, then click on Login. STU login screen



















4) You will be presented with the following screen, click on Proceed. STU login screen














5) You will then be logged into STU. When you login for the first time you will be forced to change your password and PIN. Follow the on screen instructions. STU login screen



















6) The password has now changed. Click on continue. STU login screen















7) Change the PIN. Follow the on screen instructions. STU login screen


















8) Click continue. STU login screen















9) When you login for the first time you will be taken to the Account Details screen where you are required to change your security question and answer. STU login screen

10) You are now successfully logged into STU. STU login screen













 

You must complete form TR6 for all teachers. If the employer is unaware of the DfE reference number, this should be left blank.

Download

1) To download a TR6, click on STU Download on the left hand side. The following screen will appear: STU login screen

















 

2) Click on the appropriate document that you wish to download. Then click on “Save” when the message box appears this will save the document to your computer - take note of where you specify to save the document (e.g. My Documents). Note: if you do not get the option to select save, right click the document file name on STU and select “Save Target As” this will then display a save dialogue box. Once this appears save the file to the desired location.

You must only use the templates currently held on STU to send information to us. These files must be saved in a CSV format. If files are uploaded in an incorrect format, these cannot be processed automatically and will be returned to you to resubmit.

Upload

1) To upload a completed TR6, click on “STU Upload”. The following screen will appear: STU login screen





















2) Input a description for the file to be uploaded then click on browse to search for the desired file. If you are uploading an annual return the file name should be e.g. TSC0000000, TCHINF00000 or SCHEDPRINT0000000. Note: if you are uploading a TR6, the file name must start with “TR6”, and not contain commas.

Appointment Statements are generated during this process; they are created as files for you to access.

3. Appointing a teacher who is in receipt of retirement benefits

If you appoint a teacher who is in receipt of retirement benefits TP should be notified as with any other teacher. Retired teachers who are re-employed will automatically become a member of the TPS regardless of whether they are in full or part time employment and contributions should be collected from their salaries unless they opt out.

It is very important that you notify TP of all appointments to ensure that the teacher is not overpaid their pension. Please ensure that the teacher completes a certificate of re-employment which is available in the secure member area of the website, My Pension Online. This must be completed annually or whenever there is a salary change.

If a teacher has taken phased retirement their future earnings must be at least 20% less than their earnings prior to taking phased retirement for a minimum of 1 year. The teacher’s future service is automatically pensionable and not subject to abatement.

If the teacher is in receipt of ill-health retirement benefits from the TPS the teacher’s pension will cease with immediate effect, even if employed for only one day. You must satisfy yourself that the teacher is fit for teaching before making the appointment.

4. Appointments not taken up

Where TP has been notified of an appointment you should inform TP immediately if the teacher does not take up the appointment.

5. Appointment Statements

On receipt of the appointment notification, an Appointment Statement will be available to you to download from the STU provided that there are no errors in your notification.  If errors are identified you will receive a notification to correct the error and resubmit the corrected information.

 

Identifying information - contains the surname, forenames and any previous surname(s) of the teacher, the teacher's reference number, National Insurance number and details of the appointment.

Status of the teacher - describes the person’s qualified teacher status with the corresponding code. This item is only relevant to service in LA-maintained and non-maintained special schools. If the teacher is further qualified to teach the blind, deaf or partially hearing, a note to that effect will be printed beneath the status and date of qualification.

Special notes - will highlight significant pension matters, e.g. where a part-time election has been made. It will also include other general notes of interest. Each note will be self explanatory, e.g. part-time election made 1 January 2006.

Service record - contains details of the teacher's service recorded since 1962. The service line is more detailed than the employer supplies in its Annual Return because Local Authorities are required to supply more pay document-related salary details for statistical purposes.

Where a service line has not been confirmed by either an Annual Return or a Withdrawal submission, a code will appear to the left hand side of that line:

A = Appointment notified but to be confirmed by Annual Return.

LA and school - the LA and school number will be included whenever there is a change to either number, or if there has been a break in the teacher's progression of service.

Description of teacher (Salary scale) - the scale on which the teacher was paid for the period of service shown.

Full or part-time indicator (F/P) - indicates whether the line of service was full or part-time. A part-time teacher on a regular contract of employment will be shown with 7 and on an irregular contract as 8.  This shown in “special classes” (SC).

Start date and End date - refers to the period of service described on the line of the record.. The service recording year is 1 April to the following 31 March.

Annual salary rate - will include any pensionable allowances paid. For part-time service, this will be the full-time equivalent annual rate.

H = Hourly

D = Daily

W = Weekly

S = By the session

O = Other.

Part-time salary paid - salary actually paid to the teacher for the period of part-time employment.

Days excluded - any days excluded will be shown on the relevant line of service.

Incremental point - this is the salary increment point provided by the previous employer or calculated by TP. This field will be blank for service in establishments which do not pay teachers on the STPCD salary scales.

Additions - the five fields are relevant only to service in maintained establishments.

Safeguarding ('SF') - 'SF' will be printed if the teacher's salary was safeguarded and the salary scale reflects the occupied post or the teacher is fast track. 'S' will appear if the salary is safeguarded and the scale is that which was safeguarded. For service prior to 1 April 1985 where a teacher's salary was safeguarded and he also received a social priority allowance, it will not be possible to highlight the salary as safeguarded. 'F' will appear if the teacher is on a fast track programme.

London Allowance ('LA') - From 1 April 2003 the Inner London Allowance Indicator 'I' will identify teachers being paid on the London scale. For service after 1 April 2004 the Outer London Allowance Indicator ‘O’ and the Fringe Allowance Indicator ‘F’ will continue to be used to show the appropriate London Scale.

Social priority ('SP') - '1' will appear if a teacher receives the lower rate of social priority allowance and '2' if the teacher receives the higher rate. '3' will appear if the teacher receives lower special needs allowance and '4' if in receipt of the higher allowance.

Special class ('SC') - a code in the range 6 to 9 will appear if the teacher was in receipt of an addition for teaching handicapped children for service up to 31 August 1993. From 1997 a code of 7 or 8 will appear in respect of part-time teachers. This indicates whether their contract of employment is regular or irregular.

Other allowances (OTH ALLCS) - additional pensionable allowance paid which is included in the Annual Salary Rate will be detailed here. In particular the Teaching and Learning Responsibility Allowance (TLR)

Service superannuable ('SCE SP') - one of the following codes will appear:

RS = reckonable service

NR = non reckonable service

IS = island service

AD = admitted service

OS = overseas service

EX = excused contributions

RP = contributions repaid to teacher

TO = contributions transferred out

Recording of Pensionable Allowances

Outlined below are the additional pensionable payments and details of how they should be recorded:-

  • General Teaching Council Fee (£33) should be included in the annual salary of the period in which it was paid.  It should not be shown in the ‘other allowances’ field;
  • Out of School Learning Activity Payments should be grossed up to an annual rate, included in the annual salary and shown in other allowances field;
  • A Residential Emolument which has been agreed by TP to be pensionable should be included in the annual salary and the amount shown in the other allowances field;
  • From 01/09/2010, the Special Educational Needs (SEN) allowance, is no longer to be recorded as a 3 (lower SEN allowance) or a 4 (higher SEN allowance). The new allowance can be no less than £2,001 and no more than £3,954 but can be set at any point between these rates and the spot value of the allowance must be set by the awarding body. Therefore, from 01/09/2010, the SEN allowance must be recorded in the supplement field and included in the full time annual salary. The 1 or 2 notation for Social Priority remains unaltered.
  • Retention and Recruitment allowance should be included in the annual salary and the amount should be shown in the “supplement field”.   Recruitment and Retention(R&R) allowance should relate to a defined period of employment, which should not exceed 3 years. 
  • Payments in respect of continuing professional development undertaken outside the school day and activities relating to the provision of initial teacher training should be included in the annual salary and shown in the other allowances field, and;
  • Performance Related pay should be included in the salary of the year in which it related and NOT the year it was paid.

Under the Teachers’ Pensions Regulations overtime is not pensionable and nor are bonuses.
