There have been some recent changes to the treatment of TLR payments, in the Schools Teachers’ Pay and Conditions Document (STP&CD) 2025 (This link opens in a new window).

Prior to 1 September 2025, any TLR1 and TLR2 payments for a part-time member was proportioned in accordance with their part-time earnings.

From 1 September 2025, however, any proportion of the TLR1 or TLR2 payment may be paid to the member based on the responsibility they are undertaking. This means you can determine the value of any existing or new TLR1 and TLR2 payment, based on the proportion of the full-time equivalent responsibility.

Equally, a part-time TLR may be awarded to a full-time members where the responsibilities are being shared with another member of staff. The payment will be based on the responsibility and tasks involved.
