Consultation on proposed amendments to Scheme regulations

The Department for Education (DfE) has published a consultation on proposed amendments to the Teachers' Pension Scheme regulations (This link opens in a new window).

The proposed amendments include changes to member contribution rates following the most recent Scheme valuation. Members are required by legislation to contribute an average of 9.6% of pensionable earnings towards the cost of scheme benefits. The valuation identified that, if the current contribution structure remained unchanged, the Scheme would collect more than the required average level of member contributions over the next valuation period. 

As a result, the Department has worked with the Government Actuary's Department (GAD) and the Teachers' Pension Scheme Advisory Board (SAB) to develop a revised contribution structure which continues to achieve the required average member contribution rate.

The consultation also seeks views on a number of other amendments to the Teachers’ Pension Scheme regulations. These include changes relating to Automatic Re-enrolment, Ill-health and short-term survivor pensions. The proposed amendments are intended to ensure that the regulations continue to operate as intended, align with wider legislation and accurately reflect existing Department for Education policy.

This consultation will run for 12 weeks, closing on 30 October 2026. Any responses should be submitted via the consultation portal (This link opens in a new window) and not to Teachers' Pensions. Once the consultation has closed, the Department will consider all responses before publishing a consultation response and finalising any amendments to the Scheme regulations.
