Notifying us of a change in a member's role for MCR

Recently we’ve noticed some of you have been submitting TR28 files to inform us of a member’s change in role for a period of time post your MCR on-boarding date. Once you’ve on-boarded to MCR you cannot use a TR28 for service after the date you moved to MCR.

If you’ve a member that’s changing contracts within your establishment and you’re issuing a new role identifier, you need to notify us of this on your MCR submission.

To do this via MCR, a ‘W’ will need to be supplied in the withdrawal indicator field for the old role. This will terminate that employment on the member’s record. All new service will be submitted using the new role identifier you’ve created. 

You can either keep the same role identifier for the new role as you had for the old role, but provide the data based on their new role or, provide a new one. We’ve provided an example of Janet to show you how:

  • To use a new role identifier
  • To use the same role identifier
  • To record if it is an additional role to their current role
  • To record if they leave your establishment.
New role identifiers

Janet has a change in role in November 2022 and you’ve decided that this means a change in contract and therefore a role identifier for her new role. In this example, for December’s MCR submission you’ll need to send two lines of data - one ‘update’ line and one ‘add’ line for Janet.

The ‘Update’ line for November will be for her old role with the original role identifier, which you decided was 1/1. This line will be completed based on her old role, and you’d include a ‘W’ in the withdrawal column to show us Janet’s no longer in that role. 

The ‘add’ line is for her new role and in this line, you’d need to include the data for Janet based on her new role. This will include her new role identifier, which you’ve decided will be 2/1, and her new salary information. You’ll need to contractually enrol Janet into the Scheme again based on her new role.  She’ll need to complete a new opt out form if she wants to remain opted out of the Scheme.

Same role identifier

Janet has a change in role in November 2022, but you decide this isn’t a change in contract and therefore leave her role identifier the same as it was in her old role. 

You’d only need to provide a single line of data on your December submission, but with Janet’s new salary information. 

Recording as an additional role to their current role

If Janet took on an additional role and kept her original role, then for all future submissions you’d need to send two rows of data, each line will have a different role identifier. This would then give Janet two active roles at your establishment. You’d need to contractually enrol Janet back into the Scheme based on her new role if she previously opted out.

Recoding if they leave your establishment

If Janet leaves your establishment completely, a ‘W’ will need to be supplied for all roles she has. 

The withdrawal will take affect from the end date for the line of data the ‘W’ is applied to in the MCR submission for Janet.
