Retrospective access to occupational pension schemes by part time workers (PRESTON)

Some people are eligible to add to their pension by buying service that was previously excluded from the scheme by the terms of the Teachers’ Pensions Regulations. This is known as ‘Preston’ service.

A claim for ‘Preston’ service must be lodged with an Employment Tribunal, although a claim can be lodged direct with the relevant employer up to 31 August 2012. You can lodge a claim if, between 8 April 1976 and 30 April 1995, you were:

  • employed as a teacher or lecturer in service that was paid at an hourly rate that was not derived from a full-time annual salary rate, or
  • employed as a Local Authority Youth and Community Worker in a part-time capacity, regardless of how you were paid, and
  • you joined the TPS as soon as you became eligible to do so, and
  • you are still employed in a broadly similar capacity by the same employer or have such employment within the last 6 months.

It is not possible to claim for part-time service that would have been pensionable at the time it was undertaken if you had made a part-time election.
