Meet the Chair

Neville Mackay was the Chief Executive of the Scottish Public Pensions Agency between 2004 and 2015. The Agency is responsible for administering the Teachers, NHS, Police and Fire Pension schemes in Scotland and for providing Scottish Ministers with policy advice on those schemes together with the Local Government Pension Scheme.

Mr Mackay managed the negotiation and implementation of the last two rounds of pension reform in Scotland and led SPPA to become a centre of excellence in public service pension administration, becoming only the second public body in Scotland to achieve the Investors in People Gold Standard.

Prior to his role at SPPA Mr Mackay had extensive experience as a civil servant across a range of Departments in both Whitehall and Scotland, including the Departments for Education, Environment and Culture, Media and Sport. He was the founding Chief Executive of the Museums. Archives and Libraries Council based in London and as a senior Civil Servant in Scotland helped to establish the Office of the Scottish Charity Regulator. He has worked extensively with the third sector in Scotland and spent 8 years as a member of the Board of the Scottish Council for Voluntary Organisations, chairing its audit committee and latterly fulfilling the role of Acting Convenor. From 2015-18 he was also a member of the Audit and Risk Committee for the Ministry of Defence’s Defence Business Services organisation.

Mr Mackay is married with two children and lives near Hawick in the Scottish Borders.
