Meet the DFE representatives

The Permanent Secretary is ultimately responsible to ministers for the effective administration of the scheme and its financial management. As such he needs to have representatives on the Board to ensure that Departmental interests are taken in account in making decisions. These representatives are at Director-level and represent the policy area that manages the scheme (i.e. Teachers and Teaching) and the Finance and Audit function.

The tenure of these appointments are planned to coincide with the time the individuals hold the relevant DfE post.

Peter Springhall


Peter Springhall is the Deputy Director for the Teachers’ Pension Scheme Division in the Department for Education. The Division is responsible for all aspects of the delivery for the Teachers’ Pension Scheme including legislation, policy development, assurance and supplier management.

Peter joined the DfE in 1985 and during that time has undertaken several senior roles supporting and overseeing the delivery and assurance of the Teachers’ Pension Scheme. Away from the Teachers’ Pension Scheme Peter has held senior positions responsible for a number of other delivery and data/technology programmes elsewhere in DfE.

Peter lives in Darlington, is a Vice Chair of Governors for a Darlington based Multi Academy Trust and is also a Schools’ Business Ambassador for Durham County Council.”
